The Environmental Finance Center (EFC) at the University of North Carolina (
www.efc.sog.unc.edu) is dedicated to enhancing the ability of governments
and other organizations to provide environmental programs and services in a
fair, effective, and financially sustainable way. The EFC is part of the
University’s public service mission and works directly with environmental
service providers. The EFC is housed at the School of Government, which is
the largest university-based local government training, advisory, and
research organization in the United States.

One of the major projects of the EFC is to conduct state-wide collection
and analysis of financial data for environmental services (e.g. water,
energy, stormwater). For example, for the past decade the EFC has collected
the rates structures of water and wastewater utilities, working with state
agencies and local governments. The EFC visualizes these data in an online
interactive dashboard (see
http://www.efc.sog.unc.edu/project/utility-financial-sustainability-and-rates-dashboards).The
Data Specialist and Project Manager will be responsible for project
management of rates surveys and online dashboards. This will include
overseeing students in data collection and data entry, overseeing the work
of technical R&D contractors, collaborating with campus IT departments,
conducting quality assessment and quality control, production of tables,
reports, sophisticated Excel-based tools and online dashboards, data
visualization, and communicating with state agencies, local governments,
and other environmental service providers. This position will take
leadership of the EFC’s financial data visualization initiative. The ideal
candidate will be innovative and lead changes to the existing processes.

The Data Specialist and Project Manager will report to the Associate
Director. The position will work in the EFC offices, located in the School
of Government’s Knapp-Sanders Building at 400 South Road in Chapel Hill,

Qualifications:

- Excellent understanding of Microsoft Excel and relational database
structures required, including Microsoft Access and SQL-type databases.
- Experience in project management and working with multiple clients
simultaneously on data-management solutions.
- Ability to envision and implement advanced online and in-print data
visualization techniques and approaches.
- Extreme attention to detail and ability to test and troubleshoot
databases and dashboards.
- Ability to coordinate and work well with multiple groups (students, EFC
colleagues, software engineers, IT professionals, government officials,
business professionals).
- Ability to manage student employees and staff.
- Previous work experience or internships in data analysis, benchmarking
and data visualization (e.g. interactive dashboard creation).
- Creative thinking about how to analyze and visualize data using modern
visualization techniques.
- Entrepreneurial spirit and desire to expand the business line.
- Experience in or understanding of the environmental services field (e.g.
water, energy, stormwater).
- Knowledge of SQL database (e.g. PostgreSQL), Ruby on Rails, JavaScript,
ArcGIS, and HTML5 preferred.
