affects communities of color. These impacts have spurred demand for
community wealth building solutions, such as Community Development Finance
Institutions (CDFIs) and other private market solutions that help provide
capital to support small businesses, create quality jobs, pay fair wages,
provide basic food security and broaden access to affordable housing
options. How can private funds provide a lower cost capital to small
business borrowers and entrepreneurs in economically distressed
