The question of whether, and if so how, to regulate greenhouse gases is being debated at every level (international, federal and many states) and in every branch (executive, legislative and judicial). Underlying much of the controversy is a dispute whether scientific knowledge, as it stands today, warrants the regulation of greenhouse gases as a way to avoid or limit adverse effects of climate change.
