 The role of MRC is to promote and coordinate sustainable management and
development of water and related resources for the countries' mutual benefit
and the people's well-being

 

MRC Secretariat is now recruiting highly qualified consultant for the
following consultancy

 

 

International/Riparian Consultant (Individual)

on Evaluation of CCAI Demonstration Projects

Climate Change and Adaptation Initiative (CCAI), Environment Division

24 working days from January to February 2013

Home based and at the MRC Secretariat in Vientiane, Lao PDR with the
possibility of travel to other MRC Member Countries

 

The consultant will work under the managerial direction of CCAI Programme
Coordinator and CCAI Chief Technical Advisor and will work closely with the
CCAI Technical Officers.


Objectives

Before initiating a second round of support to demonstration projects, CCAI
proposes to carry out an evaluation. Notwithstanding an interest in finding
out to what extent the demonstration projects have progressed well and
achieved their expected results, its main objective is to learn from this
experience to improve the planning and implementation of the demonstration
projects evaluated or similar future activities. 

Value added from this evaluation will be achieved through the application of
lessons learned in the preparation and implementation of future meaningful
and significant adaptation projects for the Region. 


Outputs 

An evaluation report of four MRC member country demonstration projects with
clear recommendations. 


Responsibilities and Tasks

The Consultant Evaluator is responsible for: 

*	Conducting desk study of relevant literature and reports;
*	Leading the evaluation; 
*	Day-to-day management of evaluation operations; 
*	Regular progress reporting to CCAI; 
*	Briefly introducing the evaluation, its objectives, expected
outcomes, methodologies applied, and the utilization of evaluation results
foreseen to all concerned;
*	Conducing field surveys at Member Countries, especially at the
demonstration project sites;
*	Presenting results to the CCAI and NMCs; 
*	Finalising results based on the comments from the CCAI and a meeting
with all concerned.
